Steve Cline, DDS, MPH

Opening remarks


Dr. Cline currently serves as interim vice president for the North Carolina Oral Health Collaborative.
He is the former vice president for strategic partnerships at Community Care of North Carolina (CCNC), where his responsibilities included exploring and developing opportunities with provider networks, dental health providers, and other healthcare organizations. He is also an advisor to the North Carolina Health Information Exchange. Prior to joining CCNC, Dr. Cline was the Assistant Secretary for Health Information Technology at the North Carolina Department of Health and Human Services (DHHS). Spending most of his career in public health, his last position in public health was as Deputy State Health Director at DHHS, where his responsibilities included formulating division policies and priorities as well supervising all programmatic areas of the Department, including Epidemiology, Women’s and Children’s Health, Chronic Disease and Injury Prevention, Oral Health, and Public Health Preparedness.

From 1999 to 2006, Dr. Cline served as Chief of the Epidemiology Section at the North Carolina Division of Public Health where he led the state’s public health response to bioterrorism, SARS, Hurricanes Fran and Katrina, and other public health emergencies. Prior to that, Dr. Cline spent 13 years in local public health with the Wake County Health Department where he held the positions of Dental Director, Deputy Health Director, and finally Acting Wake County Health Director. In 1996 he moved to the state health department where he was the State Dental Director for three years before becoming the Chief of Epidemiology.

Dr. Cline received his Bachelor of Science from Davidson College in Davidson, North Carolina, and both his Doctor of Dental Surgery and his Master of Public Health from the University of North Carolina at Chapel Hill. He is married with four children, living in Raleigh, North Carolina.

Eileen A. Clark, RDH, MS

Opening remarks


Eileen Clark has been a member of the Central Piedmont Dental Hygiene faculty since 1994. She has enjoyed fostering the students’ clinical development while teaching Office Emergencies and Pharmacology since the start of her teaching career. She is currently serving as President of the North Carolina Dental Hygienists’ Association with a focus on advancing the profession to improve access to care and oral health equity across our state. She has proudly served on the North Carolina Mission of Mercy – Charlotte Clinic Ambassador Group and as a supportive member of the North Carolina Oral Health Collaborative. She is passionate about engaging students and fellow hygienists in community outreach opportunities, and is currently pursuing a Health and Wellness Coaching certificate in hopes of volunteering her time and expertise to increase the public’s awareness of the oral/systemic link. She has presented on the topics of Pharmacology, Oral/Systemic Link and Medical Emergencies to various professional associations and Study Clubs over the years.

Bobby D. White, Esq.

Originally from Tazewell County in southwest Virginia. He moved to NC to attend college and graduated Magna Cum Laude from Barton College (formerly Atlantic Christian College) in Wilson.

He earned a Master of Divinity Degree from Duke University in 1982 and his law degree from North Carolina Central University in 1997.

Currently serving as Chief Executive Officer and Legal Counsel for the North Carolina State Board of Dental Examiners in Morrisville, NC. A position he has held for 19 years. Prior to his work at the Dental Board, he served as deputy counsel of the North Carolina State Bar where he mediated disputes between lawyers and clients and prosecuted lawyers for misconduct. He also enjoyed a 15-year career at Barton College where he held several positions including Vice President for Student Life and Legal Counsel.

He is past a president of the American Association of Dental Administrators and a member of the American Association of Dental Boards. Also, a member of the North Carolina State Bar, the 8th Judicial District Bar of North Carolina, and the United States Supreme Court Bar. In addition, he is an ordained minister in the Christian Church (Disciples of Christ).

Crystal Adams, MA, CDA, RDH

Crystal Adams joined the Foundation in 2021 as the Associate Director for the North Carolina Oral Health Collaborative. Prior to joining NCOHC, she was the Department Head of the Dental Hygiene Department at Catawba Valley Community College where she shared her passion for oral health care and educated dental hygiene students. During her tenure at CVCC, she implemented the ADA Community Dental Health Coordinator (CDHC) program and a National Entry Level Dental Assistant (NELDA) program to serve the workforce needs of the dental community.

Crystal serves on several committees, such as the North Carolina Dental Society Council on Prevention and Oral Health, the North Carolina Dental Hygienists’ Association (NCDHA) Legislative Committee, and the North Carolina Dental Public Health Leadership Institute’s Advisory Committee. She is a Past President of the NCDHA and has been involved with policy changes for the dental hygiene profession.

Crystal holds a Master of Arts in Higher Education from Appalachian State University and a Bachelor of Science in Organizational Leadership from Mountain State University. She earned her Applied Science of Dental Hygiene degree from Central Piedmont Community College and her Dental Assisting Diploma from Wilkes Community College, and is a Certified Dental Assistant.

Monica Biga RDH, BSDH

Monica is enjoying being a leader in the dental industry. With over 15 years of experience in the dental field, She is passionate about building relationships, coaching, and leadership. Monica is a registered dental hygienist and graduated from the dental hygiene program at Miami Dade College in 2008. She was the president of her class and additionally served as the president for the Florida Student Dental Hygiene Association. In 2016 she transitioned her career from clinical to dental sales and accepted a role with GlaxoSmithKline as a territory business manager for the Charlotte North Carolina territory.

Monica currently resides in Charlotte, North Carolina and has recently taken a new role with Young Innovations as a Clinical Implementation Manager working with DSO’s. She enjoys mentoring and giving back to the community. She is a certified Enneagram coach and is passionate about self-development and guiding others in their own self-discovery. She enjoys traveling, dancing, yoga…. just about any form of meaningful movement that inspires health, happiness, and life balance.

Lauria Davis, RDH

Lauria is a Dental Professional with over 30 years of experience providing many levels of clinical services. She is skilled in strategy, development, and implementation of dental sustainability models and payment systems, has extensive experience in clinical practice, knowledge of insurance coverage and reimbursement, and quality improvement. Lauria also has provided Dentrix EMR Setup support and Internal training.

Lauria Davis is currently employed at Piedmont Health Services as the Clinical Dental Manager in Dental Leadership. Lauria is also a career / personal internal coach and a champion of team development within Piedmont. Lauria has previously served on the UNC Dental Hygiene advisory board and currently serves on the Central Carolina Community College Dental Hygiene Advisory Board. Lauria served both as a coach and a technical advisor to many FQHC, health departments, and leaders in North Carolina.

Lauria’s first job was as a sterile technician and receptionist while in high school. She has Expanded Function Dental Assistant experience that includes placement of restorative procedures and other approved functions and is also a Registered Dental Hygienist. Lauria attended Montgomery County Community College Dental Hygiene Program and the Expanded Functions Dental Assisting Program at Harcum College in Pennsylvania. Lauria is a certified Healthy Living Instructor who has facilitated programs on chronic condition management.

Jessica Huffman, MSDH, BSDH, RDH

Jessica Huffman graduated from West Liberty University in 2004 with a Bachelor of Science in Dental Hygiene and from the University of Tennessee Health Science Center with a Master of Dental Hygiene in 2011. Jessica was a clinical dental hygienists in private practice for nine years before accepting a full-time faculty position at Central Piedmont Community College in 2013. After seven fulfilling years as an educator, she made the decision to return to direct patient care in the private practice setting as a temp/fill-in dental hygienist. Jessica has also served as a dental hygiene board examiner, published multiple case studies, presented at both state and national conferences, contributed to multiple textbooks, and served on advisory committees for educational institutions and corporations.

Jessica is an advocate for the dental hygiene profession and has served in many leadership roles at the local, state, and national level. She is a past president for both her state and local association.

Tiffani Schick, BSDH

Tiffani Schick, BSDH, is the Director of Dental Hygiene Development with Guardian Dentistry Partners. She has served as clinical faculty and Professional Sr. Research Assistant at the University of Colorado School of Dental Medicine. Tiffani has spearheaded a successful oral health outreach program in the public health setting that provides educational and preventive services to Missouri residents.

Tiffani began her career as a Dental Assistant 20 years ago before pursuing Dental Hygiene.

Mariann Yount, RDH, CDHC

Mariann Yount is a graduate of the CPCC Dental Hygiene program and the CDHC program at Alamance Community College. As part of the CDHC program, she was selected among other students to be part of an internship program at UNC Chapel Hill, Adams School of Dentistry. Following graduation from the program, she was a guest speaker for the CDHC program featuring Teledentistry.

Currently, as a Public Health Dental Hygienist with The Cabarrus Health Alliance in Concord, NC, she works at clinical sites and with the Mobile Dental team. Additionally, she is currently a mentor for CPCC dental hygiene students during their clinical rotations with the CHA Dental Program. While at CHA, she participated in a number of grant projects, including a sealant project and most recently a grant for Teledentistry services. In addition, she has developed a number of dental health education programs for the youth of Cabarrus County.

Mariann serves on the CHA Equity Board, helping to bring dental health equity to the underserved in Cabarrus County. She also serves on the Cabarrus Wellness Coalition. As a member, she developed a program called Soda Free Saturdays to help reduce Sugary Beverage Consumption and lower the decay rate in Cabarrus County. Following the development of the Soda Free Saturday Program, she was asked to co-author an article for the NC Medical Journal on Sugar Sweetened Beverage Consumption in NC. This article was published in August, 2022.

Mariann resides in Mooresville, NC with her husband Allen and our rescue furbabies.
